In June 2025, the Ukrainian Center for Independent Political Research (UCIPR) launched a new project "Better legislation for the registration and operation of civil society organizations".
The goal of the project is to contribute to improving the legal environment for civil society organizations by simplifying the procedures for state registration of public associations, introducing digital services, informing about legislative changes, and providing legal advice.
Key objectives of the project:
- introducing the possibility of online registration of public associations through the Diia portal;
- expanding opportunities for CSO registration at any ASC or through a notary;
- abolition of discriminatory norms on taxation of CSOs' activities during the provision of social services;
- legal support for CSOs, in particular through online consultations;
- informing organizations about current legislative initiatives, adopted laws and bylaws that affect the sector.
Expected results:
- adoption of the draft law No. 8084 "On Amendments to Certain Legislative Acts of Ukraine on Regulation of Activities and State Registration of Public Organizations";
- implementation of the CMU Resolution No. 460 of 18.04.25 on ensuring the possibility of operating a non-governmental organization on the basis of a model charter;
- abolition of VAT on social services provided by public and charitable organizations;
- regular informing of CSOs about changes in legislation, monitoring of initiatives and potential risks to ensure timely response to threatening regulations.
The project "Better legislation for the registration and operation of civil society organizations" is implemented by the UCIPR with the support of the Askold and Dir Fund as a part of the the Strong Civil Society of Ukraine - a Driver towards Reforms and Democracy project, implemented by ISAR Ednannia, funded by Norway and Sweden.
