Introduction of school public budget: institutional support for education and integration of children into the school environment - 2025-2026

In December 2025, the Ukrainian Center for Independent  Political Research (UCIPR) launched a new project entitled “Introduction of school public budget as an effective educational model for integrating children into the school environment and institutional support for education.”

The goal of the project is to promote the integration of children into the school environment and strengthen institutional support for education and the educational process by introducing a new educational tool for public participation: the School Public Budget (SPB).

As part of the project, the UCIPR team, in collaboration with the Ministry of Community and Territorial Development of Ukraine and the Ministry of Education and Science of Ukraine, will develop a package of methodological recommendations for introducing the school public budget, including model decisions for local self-government bodies. This will allow communities to scale up the practice of school public budget at the local level and enshrine it in adopted regulations.

It is expected that the school public budget will become not only an educational innovation, but also an important step towards strengthening a culture of participation and trust among children and young people.

The project “Introduction of school public budget as an effective educational model for integrating children into the school environment and institutional support for education” is being implemented by the UCIPR with the support of the Askold and Dir Foundation, administered by ISAR Ednannia within the framework of the project “Strong Civil Society in Ukraine – a Driver Towards Reforms and Democracy” funded by Norway and Sweden.
