The project was launched in December 2019 during the VIII Civil Society Development Forum. It is being implemented by ISAR Ednannia in consortium with the Ukrainian Center for Independent Political Research (UCIPR) and the Center for Democracy and Rule of Law (CEDEM) thanks to the generous support of the American people through the United States Agency for International Development.
The main goal is to improve the operating environment for civil society and strengthen the institutional capacity of civil society organizations for the sake of ensuring the self-sustainability of Ukraine's civil sector.
To achieve this goal, the Consortium has the following key objectives:
- To strengthen the institutional capacity of civil society organizations (CSOs);
- To improve the legal environment for civil society;
- To deepen research and learning on sectoral challenges, opportunities and best practices for civil society.
UCIPR is implementing Objective 2, with the intermediate results as follows:
- Enhanced advocacy efforts at the national and local levels to improve the legal environment for civil society in Ukraine.
- Enhanced coalition building around thematic advocacy initiatives.
- Improved dialogue, partnerships and platforms between civil society, government and the private sector on issues related to promoting the ecosystem for philanthropy in Ukraine.
- Strengthened monitoring of the legal environment.
- Improved legislative and regulatory policies related to the operating environment for civil society.
- Improved legal framework for promoting various forms of philanthropy (e.g., tax incentives, simplification of public funding, corporate social responsibility, etc.).
- Increased awareness of new legislation and regulations.
- Improved local legal capacity.
- Expanded legal assistance for civic activists and CSOs.
As part of the Ukraine Civil Society Sectoral Support Activity, the consortium also developed an analytical, visionary, and policy document containing the civil sector's vision of priorities regarding reforms and improvements to the legal environment for civil society organizations in Ukraine for 2021-2025 - the Map of Legal Reforms for Civil Society in Ukraine.
