How CSOs are adapting to new rules: UCIPR held a series of seminars on legislative innovations in the field of humanitarian aid

The UCIPR held a series of seminars for CSOs in the Kyiv region to explain key legislative changes in the field of humanitarian assistance and social services. Over several months, Yuliia Panura, an expert on CSO taxation and charitable activities, helped participants understand the innovations that affect the work of organizations.

The first seminar focused on new rules in the field of social services. The expert explained that, following the adoption of Law No. 4505-IX, non-governmental providers are exempt from VAT. Still, they must be included in the Register of Providers and Recipients of Social Services to operate.

The second seminar focused on the reporting, disposal, and redistribution of aid. Amendments to the CMU Resolution No. 728 (as amended on May 16, 2025) established new requirements for the suitability of goods upon import.

 “Be careful: goods with expired shelf life or without supporting documents confirming their quality, medical and food products that do not meet the criteria are not allowed to be imported,” the expert stressed. She also explained what to do in cases where humanitarian aid needs to be disposed of during a state of martial law.

The final seminar focused on innovations related to the import and temporary registration of vehicles arriving as humanitarian aid.

“Registration applies to both vehicles imported under a paper declaration (CMU Resolution No. 174 of March 1, 2022) and through the automated humanitarian aid registration system. The relevant regulations are contained in Resolutions No. 138 and No. 550,” explained Yuliia Panura.

Participants received a step-by-step algorithm for temporary vehicle registration and learned about the cases in which vehicles can be deregistered.

The seminars brought together dozens of CSO representatives who are already working with humanitarian aid or are just planning to join this activity. It was an opportunity to get answers to practical questions, understand the complexities of legislative innovations, and prepare for work in the new conditions.

The event "Social Services: Innovations of 2025.
