In December 2025, the Ukrainian Center for Independent Political Research (UCIPR) launched a new project: "Introduction of Innovative Public Participation Tools at the Level of Oblast and Rayon Councils through the Implementation of Law No. 3703-IX 'On Democracy at the Level of Local Self-Government'."
The goal of the project is to introduce high-quality democratic procedures for public participation and mechanisms of government accountability at the oblast and rayon council levels by developing methodological recommendations and model regulations.
UCIPR experts will develop methodological recommendations for the execution of Law No. 3703-IX and will provide expert and organizational support for activities within the working group at the Ministry for Communities and Territories Development of Ukraine.
In particular, the project plans to develop a comprehensive set of methodological recommendations, including:
- Recommendations regarding amendments to rules of procedure (concerning local initiatives and civic assessment);
- Model regulations on public consultations, civic assessment, reporting by deputies/officials, local initiatives, and electronic petitions;
- Model regulations on public consultations and electronic petitions for village, settlement, and city councils.
The project also provides for the discussion, presentation, and dissemination of the prepared methodological recommendations.
This project represents a significant step toward the unification and strengthening of participatory democracy in Ukraine. It is implemented by UCIPR with the support of the International Renaissance Foundation.
