Introduction of local democracy tools in three communities in the Ternopil oblast: launching the new UCIPR project!

In June 2025, the Ukrainian Center for Independent Political Research (UCIPR) launched a new project entitled ‘Introduction of local democracy tools in the Ternopil, Chortkiv, and Ozerna territorial communities through the adoption of a territorial community charter’.

Its goal is to help the communities of Ternopil, Chortkiv, and Ozerna develop or update their charters in accordance with the Law of Ukraine ‘On People's Power at the Local Self-Government Level’ No. 3703-IX, which obliges councils to implement key instruments of public participation by 2027.

It aims to implement local democracy mechanisms, from e-petitions, public hearings, and public consultations to public evaluation of government activities.

What the project includes:

  •  training for representatives of 55 local governments in the Ternopil oblast in partnership with the oblast military administration;
  •  analysing the legal framework and preparing a monitoring report with recommendations on bringing council acts into line with current legislation;
  •  developing new charters and regulations governing six instruments of local democracy;
  •  accompanying and supporting the process of adopting new charters and regulations in local councils
  •  conducting educational events for community residents, CSO representatives, and local government employees on the use of local democracy instruments;
  •  developing information materials.

 It should be noted that the project not only complies with new legislative requirements but also creates conditions for the development of democracy at the local level. It can serve as an example for other communities that are just preparing to update their charters.

The project ‘Introduction of local democracy tools in the Ternopil, Chortkiv, and Ozerna territorial communities through the adoption of a territorial community charter’ is being implemented by the UCIPR with the support of the International Renaissance Foundation.
