The Ministry of Community and Territorial Development of Ukraine, in partnership with the Ukrainian Center for Independent Political Research, invites you to the presentation of recommendations for the development of the Charter of the Territorial Community.

Why is this important?
Communities will receive a practical tool to help them develop or update their statutes in accordance with the provisions of the Law of Ukraine “On People's Power at the Local Self-Government Level” (No. 3703-IX).
The Methodological Recommendations include:
- Draft Charter of the territorial community and annexes thereto on general meetings (conferences) of residents, local initiatives, public hearings, public evaluation
- Recommendations for amendments to the rules of procedure of the local council and the regulations on standing committees
- Recommendations for heads of military administrations of settlements
- Recommendations for the creation of accessible information materials
During the presentation, you will learn:
- how the Methodological Recommendations will help communities implement the principles of popular sovereignty;
- which elements of citizen participation should be reflected in the updated charter: how to effectively organize the process of its update;
- about the challenges and first practical examples of applying the new approach.
You will also have the opportunity to discuss with the developers of the Recommendations the challenges and prospects for implementing the provisions of Law No. 3703-IX.
The Methodological Recommendations not only ensure compliance with the requirements of the law, but also support communities in creating effective mechanisms for interaction between authorities and residents, based on openness, accountability, partnership, and trust.
The event is organized by the Ministry of Community and Territory Development of Ukraine in partnership with the Ukrainian Center for Independent Political Research as part of the project “Widespread introduction of the latest tools for public participation through the implementation of Law No. 3703-IX ”On People's Power at the Local Self-Government Level" with the support of the International Renaissance Foundation.
