Social services without VAT for CSOs: support the signing of Law No. 4505-IX

The UCIPR team calls on civil society organizations to support the appeal to the President of Ukraine regarding the signing of Law No. 4505-IX  "On Amendments to the Tax Code of Ukraine and Other Laws of Ukraine Regarding Expanding Patient Access to Medicines Subject to Procurement by a Person Authorized to Conduct Procurement in the Field of Health Care Through the Conclusion of Managed Access Agreements," adopted by the Verkhovna Rada on June 18, 2025.

One of the key provisions of Law No. 4505-IX is the exemption from value added tax of social services for all categories of providers, including NGOs and charitable organizations. This will reduce the cost of services, expand their availability to recipients, and ensure more sustainable functioning of non-governmental providers in conditions of martial law and post-war recovery.

We are convinced that the united voice of the public sector is an important argument in favor of signing the Law. Therefore, we ask you to sign the appeal.
