Today, members of the Ternopil City Council approved a new edition of the Community Charter!The Charter was prepared in accordance with current legislation, taking into account best practices of local democracy and recommendations of the Ministry for Communities and Territories Development of Ukraine. Importantly, before adoption, the draft Charter underwent public discussion with community residents participating.
“Structural units of the city council, members of the council, representatives of the Youth City Council, as well as experts in the field of local self-government, in particular specialists from the Ukrainian Center for Independent Political Research, were involved in the preparation of changes,” noted Mayor Serhii Nadal.
UCIPR experts Maksym Lukinyuk and Maksym Latsyba provided professional support in the development of the Charter at all stages.
The next step is to develop and adopt changes to the council's regulations in order to implement the Law of Ukraine “On People’s Power at the Level of Local Self-Government,” as well as to conduct training for officials and community residents on new participation mechanisms.
As a reminder, UCIPR experts are working in the Ternopil oblast together with representatives of local self-government to help communities adopt charters in accordance with the Law of Ukraine “On People’s Power at the Level of Local Self-Government.”
