The UСIPR offers local communities the opportunity to develop new charters!

The Ukrainian Center for Independent Political Research (UCIPR) announces a competition for territorial communities in the Dnipropetrovsk, Zaporizhzhia, Odesa, Poltava, and Kharkiv oblasts.

The goal of the competition is to help develop and implement the Charter of the territorial community and tools for public participation, in accordance with the updated standards introduced by last year’s Law "On People's Power at the Level of Local Self-Government."

Only three communities in each of the five regions will become project partners.

Within the framework of cooperation, local self-government bodies, together with UCIPR experts, will develop all necessary legal changes required by law, as well as models for the practical implementation of the Charter's provisions. In addition, information events will be held to raise awareness among self-government officials and community residents about the new opportunities provided by the Charter.

Application deadline: February 16, 2026. 

Announcement of results: by March 02, 2026.

The cooperation will take place within the framework of the project "Strengthening Local Democracy and Inclusive Participation of Residents in the Process of Making Government Decisions at the Level of Communities and Regions of Southern and Eastern Ukraine," implemented by UCIPR with the support of the MATRA Program of the Embassy of the Kingdom of the Netherlands in Ukraine.
