UCIPR experts have developed a draft model charter for local communities

Experts from the Ukrainian Center for Independent Political Research—Maksym Latsyba, Maksym Lukinyuk, and Oksana Vashchuk-Ogdanska—have developed a draft model charter for village, settlement, and city communities.

In addition, our organization's experts are currently working on the preparation of:

1) four mandatory appendices to the Charter, in the form of provisions on the conduct of:

- local initiatives;
- public hearings;
- general meetings (conferences) of residents;
- public evaluation of the activities of local government bodies and officials.

2) document templates for initiating, organizing, and conducting the four above-mentioned instruments of public participation;

3) amendments to the regulations of village, settlement, and city councils regarding the consideration of: decisions adopted by general meetings (conferences) of residents, proposals from public hearings, draft decisions submitted by residents as part of a local initiative, or proposals prepared as a result of public evaluation.

Please note:

Law No. 3703-IX stipulates that the council's regulations, not the charter, should determine the procedure for considering the above-mentioned instruments. Therefore, in order for citizen participation to be effective, both the adoption of the charter and the updating of the council's regulations are necessary.

In the process of preparing the document, UCIPR experts held a series of expert discussions, the results of which were taken into account in the final text of the document.
