UCIPR Launches Project to Develop Charters for Four Communities and Implement Local Democracy Tools

The Ukrainian Center for Independent Political Research is launching the project "Local Democracy in Action: Developing Charters for the Novoukrainska, Voznesenska, Chernivetska, and Vynohradska Territorial Communities." The initiative is implemented with the support of the International Renaissance Foundation.

The project aims to develop or update Territorial Community Charters and implement local democracy tools in accordance with current legislation. Special focus attention will be paid to enhancing local governments' and CSOs' ability to effectively apply these tools in practice.

The initiative's relevance stems from the 2024 adoption of Law No. 3703-IX "On People's Power at the Level of Local Self-Government," which requires communities to adopt or update their Charters by January 1, 2027. The law also details the regulation of participation tools, such as local initiatives, public hearings, public consultations, electronic petitions, and public evaluations of local government activities.

The implementation of the project is expected to foster effective participation mechanisms, increase transparency in local self-government, and strengthen interaction between authorities and residents.
