UCIPR held a seminar for civil society organizations dedicated to topical issues of providing social services in 2026.
During the event, participants reviewed regulatory changes in the social services sector, requirements for non-state providers, and practical aspects of organizing work: from determining the legal status of a social service provider to the specifics of accounting and reporting.
Particular attention was paid to how organizations should correctly apply the new rules for providing social services that entered into force in January 2026, and more.
The speaker of the event was Yuliia Panura, an expert on CSO taxation and charitable activities at UCIPR, who, together with Maksym Latsyba, participated in the preparation and advocacy of legislative changes regarding the exemption of social services from VAT.
Yuliia emphasized that the VAT exemption opens up new opportunities for the development of non-state social service providers, while simultaneously requiring organizations to carefully adhere to procedures and correctly document their activities.
The expert paid special attention to the practical aspects of applying the new norms, tax risks, and recommendations for CSOs regarding the correct documentary registration of activities.
The event brought together representatives of organizations that already provide social services or plan to start such activities in the near future. For them, it was an opportunity to get answers to practical questions and discuss complex aspects of implementing the new regulations.
