Resilience and Cohesion of Ukrainian Society during the War. ISSUE (No.13. October — December 2024)

This report was drafted by the team of the Ukrainian Independent Center for Political Research (UCIPR) as part of the activities of the National Platform for Resilience and Social Cohesion (National Platform). This civic initiative was launched in February 2018 (formerly known as the National Platform “Dialogue on Peace and Secure Reintegration”).

The National Platform’s activities aim to strengthen Ukraine’s national resilience by introducing dialogue practices within society, providing authorities with recommendations for relevant policy development—particularly in the areas of resilience and social cohesion—and raising public awareness about these issues. The initiative is supported by the European Union as part of the project “Sustaining the Resilience of Ukraine towards the Emerging Risks and Consequences of the War.”

The report is based on data from 11 oblasts of Ukraine that are key to shaping a national resilience policy. The selected oblasts—Donetsk, Luhansk, Kherson, Kharkiv, Zaporizhzhia, Mykolaiv, Odesa, Ivano-Frankivsk, Chernivtsi, Lviv, and Zakarpattia—were chosen based on an analysis of changes in social cohesion following the onset of full-scale military operations. For the purposes of data collection, the research distinguishes between temporarily occupied territories, frontline and de-occupied areas, and relatively rear regions.
