Civil Society Organization Sustainability Index (CSOSI) Project

Purpose

To assess the sustainability of the CSO sector within the country across seven dimensions, to draft a report with an annual score and narrative analysis for each dimension, and to disseminate the final regional reports to promote its use and visibility locally.

Project objectives

1.Produce an annual score and report for Ukraine to be included into the 2017 Central and Eastern Europe and Eurasia (E&E) CSO Sustainability Index report.

2. Disseminate the reports to relevant actors in country.

The CSOSI was first established twenty years ago to report on the strength and viability of the civil society sector in the countries that the index covers. Civil Society Organizations (CSOs) represent a broad spectrum of actors, including, among others, advocacy groups, business and media associations, youth and student groups, human rights organizations, informal groups and networks, think tanks, and faith-based groups. The CSOSI works in close cooperation with local CSOs to provide a comprehensive evaluation of the following seven dimensions: legal environment, organizational capacity, financial viability, advocacy, service provision, infrastructure, and public image. It thereby provides donors, academics, governments and CSOs themselves the data to promote the strength and resilience of the civil society sector as a whole.

The CSOSI is led by a diverse group of partners in each of the 71 countries that conduct this index. The partner organization is responsible for selecting an expert panel that is well represented from various sectors within civil society. These experts both individually score the country based on the seven dimensions mentioned above, as well as discuss the scoring with the other expert members on their panel to obtain a consensus.

The final report will be disseminated to relevant actors throughout the country. The report will highlight both accomplishments a country’s civil society and the obstacles it faces, and will serve as a base for identifying the needs of civil society organizations, in order to build their capacities and defend their civic space.
