The International Renaissance Foundation (IRF) has recognized the UCIPR team for helping communities gain a clear set of instructions on how to launch public participation under new regulations. This was achieved through ready-to-use methodological recommendations, templates, and document samples.
As part of the project, UCIPR experts Maksym Latsyba, Maksym Lukiniuk, and Oksana Vashchuk-Ohdanska served on a working group under the Ministry for Communities and Territories Development of Ukraine. Together, they developed methodological recommendations for drafting territorial community charters and implementing various forms of public engagement.
For us, this is significant recognition of our collective effort to develop local democracy amidst the challenges of war.
Communities now have a practical "plug-and-play" tool at their disposal. These recommendations are designed for all 1,470 territorial communities that are required to adopt or update their charters by the end of 2026. A number of communities have already used these materials as a foundation to pass their charters, and that number continues to grow.

Specifically, in December 2025, we launched a new project to develop Methodological Recommendations for public participation procedures at the oblast and rayon council levels. The project is implemented by UCIPR with the support of the International Renaissance Foundation.
