The Government has approved an implementation plan for the Concept for Promoting the Development of the Plast and Scout Movement in Ukraine and Abroad for 2027–2035
What the document is about: The Cabinet of Ministers of Ukraine has approved an implementation plan for the Concept for Promoting the Development of the Plast and Scout Movement in Ukraine and Abroad for 2027–2035. The document sets out measures, implementation deadlines and responsible authorities for developing the Plast and Scout movement in three priority areas: strengthening the infrastructure and institutional capacity of Plast and Scout organizations; training Plast educators and Scout leaders; and supporting educational programs, projects and activities for children and young people. In particular, it provides for:
- The establishment of three new regional Plast training centers in 2027-2030 and ten camp centers in 2027-2029.
- Grant funding, information, methodological and organizational support for Plast and Scout organizations, as well as the development of mechanisms for leasing state and municipal property on preferential terms and without an auction.
- The development of specialized educational programs at higher education institutions and the delivery of 300 training courses for Plast educators, involving more than 6,000 Plast volunteers.
- Support for projects and activities: the implementation of at least 450 national and regional activities and projects in 2027-2035.
- The development of cooperation with local communities on local programs supporting the Plast and Scout movement,
- Support for Plast and Scout organizations abroad.
Why it is important: Implementation of the plan is expected to expand access to non-formal education for children and young people, promote volunteering and civic competences, and strengthen Ukrainian national and civic identity both in Ukraine and abroad. Of particular importance to civil society organizations are the planned grant support mechanisms, preferential use of state and municipal property, and opportunities to help shape and implement local programs for the development of the Plast and Scout movement.
The Cabinet of Ministers of Ukraine has clarified the operating procedure for the automated humanitarian aid registration system and the verification of humanitarian organizations
What the document covers: Resolution No. 1258 amends the operating procedure for the automated humanitarian aid registration system (AHARS) and the procedure for granting and revoking verified humanitarian organization status.
Specifically, it stipulates that by 1 January 2027, the Pension Fund of Ukraine, the State Tax Service, the Ministry of Justice, the Ministry of Internal Affairs, and the Administration of the State Border Guard Service must introduce electronic information exchange between their information and communication systems and AHARS.
The Ministry of Social Policy must also ensure that the list of verified humanitarian organizations is compiled in AHARS by 1 January 2027.
In addition, an editorial clarification has been made to the provisions on the deadlines for certain procedures involved in the verification of humanitarian organizations.
Why it matters: The resolution clarifies the organizational and technical aspects of AHARS operations, including procedures for electronic information exchange with public authorities and deadlines for compiling the list of verified humanitarian organizations.
Please note that the Ministry of Social Policy proposes postponing the implementation of the amendments until 1 April 2027. Read more about the Ministry’s proposals below.
The Ministry of Social Policy, Family and Unity of Ukraine invites public comments on amendments to Resolution No. 954 of 15 July 2026, “Certain Issues Concerning the Granting and Revocation of Verified Humanitarian Organization Status”
What is the document about: The Ministry of Social Policy, Family and Unity of Ukraine has published a draft resolution of the Cabinet of Ministers of Ukraine proposing rules for verifying humanitarian organizations until the relevant functionality is introduced in the automated humanitarian aid registration system (AHARS).
Specifically, it proposes postponing the deadlines for introducing electronic information exchange between authorities and AHARS and for compiling the list of verified humanitarian organizations from 1 January to 1 April 2027.
During the transition period, applications would be reviewed by a specially established interagency commission. To obtain verified humanitarian organization status, applicants would need to submit documents demonstrating compliance with the established requirements. The draft also proposes temporary procedures for approving state border crossings by employees of verified humanitarian organizations, registering vehicles imported as humanitarian aid, and submitting reports on their use.
Why it is important: The proposed changes aim to enable the verification of humanitarian organizations before the relevant AHARS functionality becomes fully operational.
Civil society organizations engaged in humanitarian activities are encouraged to review the proposed changes and submit their suggestions by 12 November 2026 via this link.
